Rotary is organized at club, District, and international levels to carry out its service programs. Rotarians are members of their clubs, and clubs are members of the global organization called Rotary International. Each club elects its own leadership and enjoys considerable autonomy within the framework of the standard statute and accompanying rules of Rotary International.
Clubs are grouped into 530 Rotary districts, headed District Governors of Rotary International officials and representatives of the RI Board of Directors in the field. Although proposed by the clubs in the district, District governors are elected by all the clubs in the world at RI Convention.

These officials are also elected at the convention, the selection process of directors and the nomination committee for president are based on zones, each of which consists of about 15 districts. The Board meets four times a year to identify various policies.
